Mix the garlic, soy sauce, fish sauce,
sesame oil, sugar, pepper and chilies in a bowl with 1 tablespoon of the
groundnut oil.
Add the beef slices, mix thoroughly and
leave to marinate, covered, in the refrigerator overnight.
Heat the remaining oil in a wok or frying
pan, and when it is very hot, add the beef slices in one layer.
Cook quickly, about 1 1/2 minutes on each
side for medium-done beef, and remove to a warmed plate. Cover and keep
warm while you cook the remaining slices, if you could not fit them all
in at once.
Sprinkle with the sesame seeds, garnish
with chives.
This dish can be served along with rice,
spinach and watercress stir-fry, if desired.
